Change of address

EU citizens or their family members are required to report a change in the place of residence within 30 working days of this change occurring. This obligation applies if the change in the place of residence is expected to last longer than 180 days.

A change in the place of residence (new place of residence) is reported to the MOI office in the area of the new place of residence, by completing the Form for reporting changes.

At the same time as the announcement of a change, ask for these changes to be made in your residence document.

A change of registered location is not recorded in the former "Confirmation of temporary residence on the territory" and as of August 2^nd, 2021 in the "Registration certificate", but a new Registration certificate is issued with a period of validity identical to the original certificate or former "Confirmation of temporary residence. In the case of a citizen of Great Britain, the registration certificate is now issued in the form of a residence permit with biometric data.

Family members of EU citizens with permitted temporary residence who are holders of a residence card of a family member of an EU citizen without biometric data (so-called "paper" booklet with blue cover) will no longer have the change marked in the residence card when they report a change of registered location on the territory because they are obliged to request the replacement of the existing residence permit with a new residence permit with biometric data where the data about registered location is no longer given. A new document is not issued to family members of EU citizens with permitted temporary residence who are holders of a residence permit with biometric data when a change of registered location on the territory is reported because data about registered location is not given in it.

A change of registered location will continue to be marked in the residence permits of EU citizens with permanent residence ("paper" booklet with green or purple covers).

During announcement of change of registered location, the change will no longer be recorded in the temporary residence permits of family members of an EU citizen without biometric data (i.e., "paper" booklet with dark green cover) because they are obliged to request the replacement of the existing residence permit with a new residence permit with biometric data where the data about registered location is no longer given.

To report this change, the foreign national provides:

• a proof of accommodation at the new address,
• a travel document / identity card,
• his/her residence card.
   

If a foreigner reports a change of residence and holds a registration certificate, residence permit, permanent residence permit or permanent residence card, he or she must pay an administrative fee. The change can be reported on behalf of a foreign national by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized. All the administrative proceedings are done on the spot. In case a new identity card is issued, it is necessary that the foreigner present him/herself at the Ministry to collect the residence card. In the case of biometric documents, the presence of the foreigner is, in any case, necessary for taking the biometric.

If a foreign national is prevented from reporting the change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed.
