Construction - September 2013




In September 2013 the construction output decreased by 9.5%, year-on-year (y-o-y). The planning and building control authorities granted by 8.7% less building permits, y-o-y, and the approximate value of permitted constructions increased by 14.5%, y-o-y. The number of started dwellings was down by 1.7%, y-o-y, and the number of completed dwellings increased by 18.2%, y-o-y.

In September 2013 the construction output decreased by 9.5%, y-o-y. If working days adjusted the construction output dropped by 11.8%. September 2013 was by two working days longer than the same month of the previous year. The seasonally adjusted construction output in September 2013 was by 4.6% lower, month-on-month (m-o-m). The production in building construction decreased by 8.8% (contribution -6.0 percentage points (p.p.)), y-o-y, and the production of civil engineering construction dropped by 10.8% (contribution -3.5 p.p.), y-o-y. Compared to the same period of 2008, the year of boom, the construction output dropped by 28.4% since the beginning of 2013 till the end of September 2013.

The average registered number of employees 1) in construction enterprises with 50+ employees fell by 8.3%, y-o-y, in September 2013. Their average gross monthly nominal wage decreased by 1.7%, compared year-on-year, and reached CZK 28 633.

In September 2013 the number of building permits granted decreased by 8.7%, y-o-y; the planning and building control authorities granted 7 653 building permits. The approximate value of the permitted constructions attained CZK 27.8 billion and increased by 14.5% compared to the same period of 2012, mostly due to permit issued for large constructions for energy, manufacturing, and infrastructure.

The number of dwellings started in September 2013 decreased by 1.7%, y-o-y, and attained 1 825 dwellings. The drop was caused mainly by a low number of started top-extensions to multi-dwelling buildings. The number of dwellings started in multi-dwelling buildings increased by 16.5% and that of dwellings started in family houses grew by 0.6%.

The number of completed dwellings grew by 18.2%, y-o-y, in September 2013 and was 2 433 dwellings. The number of completed dwellings in multi-dwelling buildings jumped up by 108.3%. The number of completed dwellings in family houses decreased by 8.9%.

According to Eurostat the WDA (working days adjusted) construction output in the EU28 decreased by 2.5%, y-o-y, in August 2013. Buildings dropped by 1.4% and civil engineering works fell by 7.3%. According to the preliminary schedule Eurostat shall release the data for September 2013 on 19 November 2013 (at 11:00 a.m.).

Construction in Q3 2013
In Q3 2013 the construction output decreased by 6.0%, y-o-y. If working days adjusted the construction output dropped by 7.3%. Q3 2013 was by three working days longer than the same quarter of the previous year. The seasonally adjusted construction output in Q3 2013 was by 0.8% higher, quarter-on-quarter (q-o-q). The production in building construction decreased by 4.0% (contribution -2.7 p.p.), y-o-y, and the production of civil engineering construction dropped by 10.2% (contribution -3.3 p.p.), y-o-y.

The average registered number of employees in construction enterprises with 50+ employees decreased by 8.7%, y-o-y in Q3 2013. Their average monthly nominal wage fell by 3.8%, y-o-y and reached CZK 29 072.

In Q3 2013 the number of building orders of construction enterprises with 50+ employees dropped by 13.8%, y-o-y; the enterprises received and concluded 10 776 orders in the Czech Republic. The total value of the orders decreased by 8.4%, y-o-y and was CZK 39.4 billion. The building construction orders were for CZK 17.5 billion (drop by 24.2%) and those for civil engineering works were for CZK 21.9 billion (increase by 10.1%). In Q3 2013 the average value of a newly concluded building order accounted for CZK 3.7 million and was by 6.4% higher, y-o-y.
At the end of Q3 2013 construction enterprises with 50+ employees had 11.6 thousand orders contracted (drop by 9.7%) and these orders represented the inventory of still unimplemented construction works of the total value of CZK 130.9 billion (drop by 14.6%).

In Q3 2013 the number of building permits granted was down by 11.7%, y-o-y; the planning and building control authorities granted 22 743 building permits. The approximate value of constructions permitted in Q3 2013 accounted for CZK 69.3 billion and dropped by 32.7% compared to the same period of 2012.

The floor area of buildings permitted in Q3 2013 was 1 199.1 thousand m 2, which means a drop by 25.3%, compared y-o-y. The floor area of permitted residential buildings increased by 3.4%, and that of non-residential buildings plummeted by 44.6%.

The number of dwellings started in Q3 2013 increased by 4.6%, y-o-y and accounted for 5 975 dwellings. The number of dwellings started in multi-dwelling buildings jumped up by 123.0% and that in family houses decreased by 9.5%.

The number of completed dwellings in Q3 2013 dropped by 10.9%, y-o-y and attained 6 150 dwellings. The number of completed dwellings in multi-dwelling buildings fell by 17.5%, y-o-y, and the number of completed dwellings in family houses decreased by 9.2%.

1) The registered number of employees indicator does not include: persons working under various contracts for work, working owners of enterprises, and cooperating household members, who do not have an employment contract. Data on the registered number of employees in construction also exclude agency workers, who have an employment contract, however, in other activity than construction.
